Why per-second instead of per-call?
Mureka prices TTS by the hour ($4.9/hr), so the config uses quota_type=time with per_second_price. Configuring it as per-call would be badly wrong.
Is the pre-charge accurate?
It's a conservative estimate from text length; the final settlement uses the real duration returned upstream.
